COSTARS is Pennsylvania’s cooperative purchasing program operated by the Department of General Services. It helps registered and eligible local public procurement units and state-affiliated entities (called “Members”) use contracts set up by the Department of General Services (DGS) to find suppliers efficiently and cost-effectively.
